Well, there are tons of really cute girls in little known manga, often hentai, such as this one, and un-adapted VN's. However, I since you three only listed well-known girls, so will I. Otherwise, maybe only the top 3 of these would make it to the list. Also, the list is far from absolute, it only contains the names I could come up with in an hour or so.

1. Touwa Erio (Denpa Onna to Seishun Otoko)
2. Sasamori Koyuki (Iris Zero)
3. Kashiwazaki Sena (Boku wa Tomodachi ga Sukunai) (Terrible personality, but her design is superb)
4. Kitaooji Satsuki (Ichigo 100%)
5. Toujou Aya (Ichigo 100%) (Personality-wise, I far prefer Aya over Satsuki, but I like Satsuki's design more)
6. Nymph (Sora no Otoshimono)
7. Yami (To Love-Ru) (A special case, I don't really know much about her, I just really like her design)
8. Victorique (Gosick)
9. Onadera Karen (Onegai Twins)
10. Hazuki (Tsukuyomi ~Full Moon~) (With her and Karen, I considered personality more than design)

This list is rather loli-heavy, for the simple reason that when I compiled this list, I emphasised "cuteness" at the cost of "hotness". Sena, Satsuki and Aya are there because in them, IMO, those two factors are combined in an exemplary way.

Edit: Hmm... Place Tenri to 7th and Haqua to 9th place. Both from TWGOK.
