Yup, the doki website and torrent hosts will be blocked as "ovh" or "ovh sas". You can unblock them though.

You'll probably see 192.168.1.? many times in either the source or destination of IP connections. That's just you/your router/modem. What you're interested in is the other IP address: In the image above, 188.165.193.68 was an IRC bot I was trying to get an XDCC from. It had an IP addy in the blocked OVH SAS range of addresses from one of my blocklists.
